Representative Coghill moved and asked unanimous consent that the roll call on the passage of the bill be considered the roll call on the effective date clause. There being no objection, it was so ordered. The following letter of intent for CSHB 511(HES) am was offered by Representative McGuire: "It is the intent of the legislature that the Commissioner of the Department of Health and Social Services convene a task force to review existing Certificate of Need procedures and standards. The task force shall identify measures to improve the efficiency and effectiveness of the Certificate of Need Program. The task force shall include members who represent a broad range of health care facilities and providers subject to the Certificate of Need statute. The task force will report its findings and recommendations directly to the Commissioner. It is further the intent of the legislature that the Commissioner of the Department of Health and Social Services move expeditiously to update Certificate of Need regulations, policies and procedures. In so doing, the Commissioner shall fully consider the recommendations of the Certificate of Need task force." Representative McGuire moved and asked unanimous consent that the House adopt the letter of intent. There being no objection, it was so ordered. CSHB 511(HES) am was referred to the Chief Clerk for engrossment.
